Bilal Aktaş, who was born in 1973 in Ankara, has the master degree of Mechanical Engineering from the Department of Science and Technology Institute, Gazi University.

Between 1994 and 1998, he worked as a research assistant in Karabük University. He has started his assignment in Undersecretariat of Defence Industries (SSM) in 1998, between 1998 and 2007, he has taken part in conducting and evaluation of industrialization and offset issues of defence procurement projects. Between 2007 and 2012 he has worked as an expert and Missile System Projects Group Manager in missile system projects.

He has been appointed as Head of Industrialization Department on January 20, 2012. He is responsible for industrialization and offset issues of SSM’s procurement and development projects. Additionally, He is Vice President of Ankara Space and Aerospace Organized Industry Zone.
